1. Delivery time: All goods will be delivered and installed within 7 days after signing the contract, and debugging, cleanliness testing and overall project acceptance will be completed within 30 days.

2. Supply/service location: Jinfeng Laboratory, No. 313 Jinyue Road, Chongqing High-tech Zone.

3. Payment method: Settlement will be processed after the project has completed all debugging, cleanliness testing and final acceptance. After formal settlement, the entire payment will be paid in one go.

4. Total project price limit: The total quoted price shall not be higher than 70,000 yuan. The quoted price is a comprehensive lump sum price, including all equipment fees, software fees, installation fees, testing fees, travel expenses, freight, material fees, taxes, etc. The purchaser will not pay other fees separately.

4. Project requirements

1. The FFU fan filter group and core components (fans, filters) provided are brand new and original products from regular manufacturers, with no damage, defects or traces of disassembly or assembly in appearance. Complete technical information such as factory certification and third-party testing reports are provided with the goods to meet the requirements for scientific research warehousing, ledger registration and audit archiving. All goods are professionally packaged in moisture-proof and shock-proof packaging, and the filter element is independently sealed and protected. ； If any damage, defect or malfunction occurs during transportation, the supplier will replace it with a new qualified product of the same specification free of charge without any conditions. This project allows domestic first-tier brands or equivalent brands to participate. The overall performance of the products supplied must not be lower than the technical parameter requirements before equivalent substitution can be made.

2. A total of 6 galvanized FFUs are configured. The equipment size is 1175×575×300mm (or equivalent specifications). They are equipped with 400 plastic impeller inner rotor direct-drive centrifugal fans. They are powered by 220V/50Hz mains power. The core technical parameters must meet (or equivalent performance, no less than the following indicators): ① Filtration efficiency: 99.99%@0.5um； ②Wind speed: 0.45m/s±20%～0.75m/s±20% ； ③Fan rated power: 160W ~ 320W.

3. According to the requirements of the laboratory’s on-site working area, all supporting structural parts must be customized and installed to suit the on-site dimensions. The scope of supply includes a full set of auxiliary materials required for the construction of clean areas: aluminum alloy load-bearing frames, anti-static acrylic baffles, return air primary filters, special lighting tubes for clean rooms and installation accessories, fasteners, seals, sealants and other installation supporting materials.

4. Clean area construction requirements: The overall splicing size consists of two parts: the clean area 9450mm × 4450mm and the buffer area 2950mm × 2050mm.； The purchaser organizes on-site inspections of all potential suppliers, and the construction drawings and site conditions are made public and consistent to all suppliers. ； The supplier shall carry out construction according to unified public drawings and site conditions. The frame is made of 40×40×1.0 industrial aluminum splicing, with a full floor-standing structure and 6 sets of louvered exhaust windows. ； The surrounding areas and blind areas are sealed with 4mm black acrylic sheets, and the remaining areas are sealed with 0.3mm black anti-static mesh curtains. Two sets of 1.8-meter double-hinge stainless steel doors are installed in the width direction, and sliding observation windows are installed in the length direction. ； The bottom is equipped with adjustable casters for on-site leveling. The partition lining is made of flame-retardant, anti-static and non-reflective material, and the viewing glass window is retained without blocking the view. Blackout curtains are installed on the inside of the glass, and the connecting positions are sealed.

5. The supplier is responsible for the hoisting of FFU equipment, the overall construction of the clean room, the installation of supporting lighting tubes, air flow debugging, complete machine leakage inspection, and completes on-site debugging and basic usage training for operators.

6. Acceptance standards: After completion of construction, the clean area must reach a cleanliness level of 100,000. Three cleanliness tests shall be conducted within 10 days starting from the day after the overall completion. The interval between two consecutive tests shall not be less than 24 hours. ； If the standard is met for 2 consecutive times out of 3 tests, it will be deemed as qualified. If it fails for the first time and meets the standard for 2 consecutive times, it will be deemed as qualified. ； If the test fails, the supplier must make unconditional rectifications free of charge within 3 working days and organize retesting until the standards are met. Final acceptance can be completed only after all items and information are verified to be correct.

7. The goods shall be delivered to the designated location of the laboratory within the agreed period and shall not be delayed without reason. After passing the acceptance inspection, the whole machine enjoys a 3-year warranty service. ； For non-man-made quality problems during the warranty period, the supplier will repair and replace the product free of charge, and provide remote and on-site technical support in a timely manner.

5. Supplier qualification requirements

Meet the qualifications of Article 22 of the "Government Procurement Law of the People's Republic of China":

1. Have the ability to independently bear civil liability.

2. Have good business reputation and sound financial accounting system.

3. Have the necessary equipment and professional technical capabilities to perform the contract.

4. Have a good record of paying taxes and social security funds in accordance with the law.

5. In the three years before participating in government procurement activities, there are no major illegal records in business activities.

6. Other conditions stipulated by laws and administrative regulations.

Suppliers should encrypt and compress the quotation list and related attachments (which need to be stamped with the official seal and scanned in color) into zip format before the quotation deadline, and only send the encrypted compressed package to the Jinfeng Laboratory procurement email jfsys-caigou@jflab.ac.cn. The decompression password and project quotation amount must not be entered in the body of the email, otherwise it will be treated as an invalid quotation. The password will be notified separately after the expiration date by the purchaser. Those who do not quote before the quotation deadline will be deemed to have given up automatically. The subject of the email must be filled in strictly in accordance with the format: [Full name of the project] + Supplier’s complete unit name + Quotation document. If the subject is filled in incorrectly, causing the purchaser to be unable to identify and classify the email, and the risk of the email being misjudged as spam by the system is borne by the supplier.

7. Quotation document requirements

1. The supplier's quotation document should contain the following attachments:

(2) Quotation list

(3) Legal representative qualification certificate (if the bidder is an authorized representative, he must also provide a legal representative authorization letter)

(4) Statement

(5) Letter of commitment

(6) Business license or other organizational entity certification documents

2. The bidder should prepare a freshly stamped quotation document (PDF) and send it to the mailbox. The quotation document must be clearly visible, otherwise the quotation will be deemed invalid.

3. The quotation document should be produced in accordance with the requirements of the "Purchase Announcement". The quotation document must be signed and stamped by the legal representative of the bidder or his authorized representative at the prescribed signature place. The signature, seal and content should be complete. If there are any omissions, you will bear the risk of being regarded as an invalid quotation.；

4. The quotation document should be written clearly and neatly. Any interline insertions, alterations, additions or deletions must be signed or stamped with a personal seal by the legal representative of the bidder or his authorized representative. Quotation documents that are illegible, unclearly expressed, or may lead to non-unique understanding will be deemed invalid.
