
Recommendations of the Central Committee of the Communist Party of China on formulating the 15th Five-Year Plan for National Economic and Social Development

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China conducted an in-depth analysis of the international and domestic situation and put forward the following suggestions on formulating the "15th Five-Year Plan" for national economic and social development.
1. The "15th Five-Year Plan" period is a critical period for basically realizing socialist modernization.
(1) During the "14th Five-Year Plan" period, my country's development has achieved major achievements. “Our country’s development history during the 14th Five-Year Plan period is extremely unusual and extraordinary. Our country's economic strength, scientific and technological strength, and comprehensive national strength have leapt to a new level, Chinese-style modernization has taken new solid steps, and the new journey toward the second centenary goal has achieved a good start. The achievement of these major achievements lies fundamentally in the leadership and helm of the Party Central Committee with Comrade Xi Jinping at its core, and in the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
(2) The "15th Five-Year Plan" period plays an important role in the process of basically realizing socialist modernization. Realizing socialist modernization is a historical process of step-by-step progression and continuous development and progress, which requires unremitting efforts and continuous struggle. “The 15th Five-Year Plan period is a critical period for basically realizing socialist modernization to lay a solid foundation and make full efforts. (3) During the "15th Five-Year Plan" period, my country's development environment is facing profound and complex changes. From an international perspective, the century-old changes in the world are accelerating, the international balance of power has been profoundly adjusted, and a new round of scientific and technological revolution and industrial transformation have accelerated breakthroughs. my country has many favorable factors to proactively manage the international space and shape the external environment. At the same time, the world is intertwined with chaos, turmoil is intensifying, and geopolitical conflicts are prone to occur frequently. ; Unilateralism and protectionism are on the rise, the threats of hegemonism and power politics are rising, the international economic and trade order is facing severe challenges, and the world economic growth momentum is insufficient. ; The game between great powers has become more complex and intense. Domestically, my country's economy has a stable foundation, many advantages, strong resilience, and great potential. The supporting conditions and basic trends for long-term improvement have not changed. The advantages of the socialist system with Chinese characteristics, the advantages of ultra-large-scale markets, the advantages of a complete industrial system, and the advantages of abundant human resources have become more evident. At the same time, the problem of unbalanced and inadequate development remains prominent. ; Effective demand is insufficient, and domestic circulation has stuck points. ; The task of converting old and new kinetic energy is arduous ; Agricultural and rural modernization is relatively lagging behind ; There is great pressure on employment and residents' income growth, and there are shortcomings in people's livelihood security. ; Changes in population structure raise new issues for economic development, social governance, etc. ; There are also hidden risks in key areas.
Changes bring opportunities, and challenges inspire fighting spirit. The whole party must deeply understand the decisive significance of the "two establishments", strengthen the "four consciousnesses", strengthen the "four self-confidences", and achieve "two safeguards", maintain strategic focus, enhance confidence in victory, actively recognize changes and adapt to changes, dare to fight, be good at fighting, and have the courage to face Faced with the major test of high winds, rough seas and even stormy seas, we must use the spirit of historical initiative to overcome difficulties, fight risks, and face challenges, concentrate on running our own affairs, continue to write a new chapter in the two miracles of rapid economic development and long-term social stability, and strive to create a new situation in China's modernization drive.
2. Guiding principles and main goals for economic and social development during the “15th Five-Year Plan” period
(4) The guiding ideology for economic and social development during the "15th Five-Year Plan" period. Completely, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, adhere to the general tone of the work of seeking progress while maintaining stability, adhere to economic construction as the center, promote high-quality development as the theme, use reform and innovation as the fundamental driving force, meet the people's growing needs for a better life as the fundamental purpose, and comprehensively and strictly govern the party as the fundamental guarantee, promote the effective improvement of quality and reasonable growth of the economy, promote the comprehensive development of people, common prosperity of all people, and ensure decisive progress in the basic realization of socialist modernization.
(5) Principles that must be followed for economic and social development during the "15th Five-Year Plan" period.

(6) The main goals of economic and social development during the "15th Five-Year Plan" period.

——The quality of people's lives continues to improve. New progress has been made in high-quality and full employment. The growth of residents' income has been synchronized with the economic growth, the improvement of labor remuneration has been synchronized with the improvement of labor productivity. The distribution structure has been optimized, the middle-income group has continued to expand, the social security system has been more optimized and sustainable, and the level of equalization of basic public services has been significantly improved.
——The construction of Beautiful China has made new and significant progress. Green production and lifestyle have been basically formed, the carbon peak goal has been achieved as scheduled, a clean, low-carbon, safe and efficient new energy system has been initially established, the total emissions of major pollutants have continued to decrease, and the diversity and stability of ecosystems have continued to improve.
——The national security barrier has been strengthened. The national security system and capabilities have been further strengthened, risks in key areas have been effectively prevented and resolved, the level of social governance and public security governance has been significantly improved, the centenary goal of the founding of the army has been achieved as scheduled, and the construction of a higher-level Safe China has been solidly advanced.
On this basis, we will strive for another five years. By 2035, our country's economic strength, scientific and technological strength, national defense strength, comprehensive national strength, and international influence will have greatly increased. Our per capita GDP will reach the level of moderately developed countries. People's lives will be happier and better, and socialist modernization will be basically realized.
3. Build a modern industrial system and consolidate and strengthen the foundation of the real economy
The modern industrial system is the material and technological foundation for Chinese modernization. We must insist on focusing our economic development on the real economy, adhere to the direction of intelligence, greenness, and integration, accelerate the construction of a manufacturing, quality, aerospace, transportation, and network power, maintain a reasonable proportion of manufacturing, and build a modern industrial system with advanced manufacturing as the backbone.
(7) Optimize and upgrade traditional industries. Promote the quality improvement and upgrading of key industries, and consolidate and enhance the status and competitiveness of mining, metallurgy, chemical industry, light industry, textile, machinery, shipbuilding, construction and other industries in the global industrial division of labor. Improve the level of independent control of industrial chains, strengthen the reconstruction of industrial foundations and research on major technical equipment, implement high-quality development actions for key manufacturing industry chains on a rolling basis, and develop advanced manufacturing clusters. Promote technological transformation and upgrading, promote the digital and intelligent transformation of the manufacturing industry, develop intelligent manufacturing, green manufacturing, and service-oriented manufacturing, and accelerate the transformation of industrial models and corporate organizational forms. Strengthen the basic capabilities of quality technology, strengthen standard guidance, improve international level, and strengthen brand building. Optimize the industrial layout and promote the orderly transfer of key industries in the country.
(8) Cultivate and expand emerging industries and future industries. Efforts will be made to create emerging pillar industries. Implement industrial innovation projects, integrate the construction of innovative facilities, technology research and development, and product iterative upgrades, and accelerate the development of strategic emerging industry clusters such as new energy, new materials, aerospace, and low-altitude economy. Improve the industrial ecology, implement large-scale application demonstration actions for new technologies, new products and new scenarios, and accelerate the large-scale development of emerging industries.
Prospectively lay out future industries, explore diverse technical routes, typical application scenarios, feasible business models, and market regulatory rules, and promote quantum technology, biomanufacturing, hydrogen energy and nuclear fusion energy, brain-computer interfaces, embodied intelligence, and sixth-generation mobile communications to become new economic growth points. Innovate supervision methods, develop entrepreneurial investment, and establish a mechanism for future industrial investment growth and risk sharing. Promote the development of specialized and innovative small and medium-sized enterprises and cultivate unicorn enterprises.
(9) Promote high-quality and efficient development of the service industry. Implement actions to expand the capacity and improve the quality of the service industry, expand the opening of the service industry, deepen regulatory reforms, improve the support policy system, expand high-quality business entities, promote the extension of the producer service industry to specialization and the high end of the value chain in different fields, and promote the high-quality, diversified, and convenient development of the consumer service industry. Improve the level of integrated development of modern service industry, advanced manufacturing industry, and modern agriculture, and promote digital intelligence in the service industry. Strengthen service standards and quality brand building. Improve the statistical monitoring system for the service industry.
(10) Build a modern infrastructure system. Strengthen the overall planning of infrastructure, optimize the layout structure, promote integration and integration, and improve safety resilience and operational sustainability. Build new infrastructure appropriately ahead of schedule, promote the construction and intensive and efficient use of information and communication networks, national integrated computing power networks, major scientific and technological infrastructure, etc., and promote the update and digital transformation of traditional infrastructure. Improve the modern comprehensive transportation system, strengthen cross-regional overall layout and cross-modal integration, and strengthen coverage and accessibility guarantees in weak areas. Improve a diversified and resilient international transportation channel system. Optimize the layout of energy backbone channels and intensify efforts to build new energy infrastructure. Accelerate the construction of modern water networks and enhance the ability to prevent flood disasters, coordinate the allocation of water resources, and ensure urban and rural water supply. Promote the construction of urban public infrastructure for both leisure and emergency use.
4. Accelerate self-reliance and self-reliance in high-level science and technology and lead the development of new productive forces
Chinese-style modernization must be supported by technological modernization. Seize the historical opportunity of the new round of scientific and technological revolution and industrial transformation, coordinate the construction of a strong country in education, science and technology, and a strong country in talent, improve the overall effectiveness of the national innovation system, comprehensively enhance independent innovation capabilities, seize the commanding heights of scientific and technological development, and continuously generate new productive forces.
(11) Strengthen original innovation and research on key core technologies. We will improve the new nationwide system, take extraordinary measures, and promote decisive breakthroughs in key core technologies across the entire chain in key areas such as integrated circuits, industrial motherboards, high-end instruments, basic software, advanced materials, and biomanufacturing. Highlight national strategic needs and deploy and implement a number of major national scientific and technological tasks. Strengthen the strategic, forward-looking, and systematic layout of basic research, increase the proportion of investment in basic research, and increase long-term stable support. Strengthen the original innovation orientation of scientific research and technology development, optimize the environment conducive to originality and disruptive innovation, and produce more iconic original achievements.
(12) Promote the deep integration of technological innovation and industrial innovation. Coordinate the construction of national strategic scientific and technological capabilities and enhance systematic research capabilities. Strengthen the independent guarantee of basic scientific and technological conditions and coordinate the construction of scientific and technological innovation platform bases. Improve the regional innovation system, layout and build regional science and technology innovation centers and industrial science and technology innovation highlands, and strengthen the source function of international science and technology innovation centers. Accelerate the efficient transformation and application of major scientific and technological achievements, layout and build concept verification and pilot verification platforms, increase the construction and opening of application scenarios, and strengthen the protection and application of intellectual property rights. Create a globally competitive open innovation ecosystem. Support young scientific and technological talents in innovation and entrepreneurship. Strengthen the popularization of science and technology, cultivate a culture of innovation, and promote the spirit of scientists. Strengthen the construction of legal rule, ethics, integrity, and safety in science and technology.
Strengthen the dominant position of enterprises in scientific and technological innovation, promote the aggregation of innovation resources to enterprises, support enterprises to take the lead in forming innovation consortiums, and undertake more national scientific and technological tasks, encourage enterprises to increase investment in basic research, and promote the deep integration of the innovation chain, industrial chain, capital chain, and talent chain. Cultivate and expand leading scientific and technological enterprises, support the development of high-tech enterprises and scientific and technological small and medium-sized enterprises, and increase the super deduction ratio of corporate research and development expenses. Increase government procurement of independently innovative products.
(13) Promote the development of educational science and technology talents in an integrated manner. Establish and improve a coordination mechanism for integrated promotion, strengthen planning connection, policy coordination, resource coordination, and evaluation linkage, promote positive interaction between independent innovation in science and technology and independent cultivation of talents, and build an education center, science center, and talent center with global influence. Focus on collaborative education of scientific and technological innovation, industrial development and national strategic needs, optimize the layout of universities, promote reforms in categories, coordinate subject settings, further promote the construction of "double first-class" universities and national interdisciplinary centers, strengthen the talent gathering and training functions of scientific research institutions, innovation platforms, enterprises, and science and technology plans, and cultivate top innovative talents. Accelerate the construction of national strategic talent and cultivate more strategic scientists, scientific and technological leaders, outstanding engineers, great craftsmen, high-skilled talents and other types of talents. Strengthen talent collaboration, optimize talent structure, and promote coordinated regional development of talent. With innovation ability, quality, effectiveness, and contribution as the evaluation guide, we will deepen the reform of project review, institutional evaluation, talent evaluation, and income distribution, unblock talent exchange channels in universities, scientific research institutes, and enterprises, and stimulate the vitality of innovation and creativity. Deepen international exchanges and cooperation, establish an immigration system for high-tech talents, and introduce outstanding talents from around the world.
(14) Deeply promote the construction of Digital China. Improve the basic system of data elements, build an open, shared and secure national integrated data market, and deepen the development and utilization of data resources. Promote the deep integration of the real economy and the digital economy, and implement the industrial Internet innovation and development project. Accelerate the innovation of digital intelligence technologies such as artificial intelligence, break through basic theories and core technologies, and strengthen the efficient supply of computing power, algorithms, data, etc. Comprehensively implement the "artificial intelligence +" action, use artificial intelligence to lead the transformation of scientific research paradigms, strengthen the integration of artificial intelligence with industrial development, cultural construction, people's livelihood security, and social governance, seize the commanding heights of artificial intelligence industry application, and fully empower thousands of industries. Strengthen the governance of artificial intelligence and improve relevant laws and regulations, policy systems, application specifications, and ethical standards. Improve supervision and promote innovation and healthy development of the platform economy.
5. Build a strong domestic market and accelerate the construction of a new development pattern
A strong domestic market is the strategic basis for Chinese modernization. Adhere to the strategic basis of expanding domestic demand, adhere to the close integration of benefiting people's livelihood and promoting consumption, investing in things and investing in people, leading new supply with new demand, creating new demand with new supply, promoting the positive interaction between consumption and investment, supply and demand, and enhancing the endogenous power and reliability of the domestic macrocycle.
(15) Vigorously boost consumption. We will further implement special actions to boost consumption. We will coordinate efforts to promote employment, increase income, and stabilize expectations, reasonably increase the proportion of public service expenditures in fiscal expenditures, and enhance residents' spending power. Expand the supply of high-quality consumer goods and services. Focus on relaxing access and business integration to expand service consumption, strengthen brand leadership, standard upgrades, and new technology applications, promote the expansion and upgrading of commodity consumption, and create a number of new consumption scenarios with wide coverage and high visibility. Cultivate an international consumption center city and expand inbound consumption. We will increase the intensity of inclusive policies that directly reach consumers and increase government funds for expenditures on people’s livelihood security. Improve the system and mechanism to promote consumption, clean up unreasonable restrictive measures on consumption of cars, housing, etc., establish and improve management methods that adapt to new consumption formats, new models and new scenarios, and implement paid off-peak vacations. Strengthen the protection of consumer rights and interests.
(16) Expand effective investment. Maintain reasonable investment growth and improve investment efficiency. Optimize the government investment structure, increase the proportion of government investment related to people's livelihood, and promote the implementation of major national strategies and the construction of security capacity projects in key areas with high quality. Adapt to changes in population structure and mobility trends, improve the layout of infrastructure and public service facilities, and strengthen investment in human resource development and people's comprehensive development. Coordinate and make good use of all types of government investment, and explore the preparation of full-scale government investment plans in places with good work foundations. Strengthen the management of the entire process of government investment. Deepen the reform of the investment approval system and further clarify the direction and focus of central and local investment. Strengthen planning and demonstration, and implement a number of major landmark projects. Improve the long-term mechanism for private enterprises to participate in major project construction, give full play to the guiding and driving role of government investment funds, stimulate the vitality of private investment, increase the proportion of private investment, and enhance market-led effective investment growth momentum.
(17) Resolutely remove the obstacles that hinder the construction of a unified national market. Unify basic market system rules, improve property rights protection, market access, information disclosure, social credit, mergers and reorganizations, market exit and other systems, eliminate barriers to factor acquisition, qualification certification, bidding, government procurement and other aspects, standardize local government economic promotion behavior, and eliminate local protection and market segmentation. Comprehensively rectify “involutionary” competition. Unify market supervision and law enforcement, strengthen quality supervision, improve the benchmark system for administrative discretion, strengthen anti-monopoly and anti-unfair competition law enforcement and justice, and form a market order with high quality, good prices, and healthy competition. Improve integrated circulation rules and standards, connect market facilities with high standards, and reduce logistics costs for the whole society. Improve the statistical, fiscal and taxation, and assessment systems that are conducive to the construction of a unified large market, and optimize the sharing of benefits between corporate headquarters and branches, production sites, and consumption sites.
6. Accelerate the construction of a high-level socialist market economic system and enhance the momentum for high-quality development
A high-level socialist market economic system is an important guarantee for Chinese-style modernization. We must uphold and improve the basic socialist economic system, give better play to the leading role of economic system reform, improve the macroeconomic governance system, and ensure the steady and long-term development of high-quality development.
(18) Fully stimulate the vitality of various business entities. Adhere to and implement the "two unwavering principles" and promote the complementary advantages and common development of various ownership economies. Deepen the reform of state-owned assets and state-owned enterprises, make state-owned enterprises and state-owned capital stronger, better, and larger, promote the optimization and structural adjustment of the state-owned economic layout, enhance the core functions of state-owned enterprises, and enhance the core competitiveness. Implement the Private Economy Promotion Law, legally and institutionally ensure equal use of production factors, fair participation in market competition, effectively protect legitimate rights and interests, and develop and strengthen the private economy. Support the development of small and medium-sized enterprises and individual industrial and commercial households, and promote the coordinated and integrated development of large, small and medium-sized enterprises. Strengthen the judicial protection of property rights law enforcement and strengthen judicial supervision of compulsory measures such as sealing, detaining, and freezing. Improve the modern enterprise system with Chinese characteristics, promote entrepreneurship, and accelerate the construction of more world-class enterprises.
(19) Accelerate the improvement of the market-oriented allocation system and mechanism of factors. Promote the efficient allocation of various factor resources, establish and improve a unified urban and rural construction land market, a fully functional capital market, a smooth-flowing labor market, and an efficient technology market. Prepare a macro balance sheet, fully understand the bottom line of existing resource assets, and optimize the asset and liability structure. We will improve policies on mergers and acquisitions, bankruptcy, and replacement, and make good use of inefficient land, idle properties, and existing infrastructure. Improve laws and regulations on the renewal of industrial and commercial land use rights, and steadily advance the renewal work in accordance with the law. Promote the revitalization and sharing of existing state-owned assets in administrative institutions across the country. Promote the organic connection between the execution of judicial judgments and the bankruptcy system, and effectively revitalize seized and frozen properties in accordance with the law.
(20) Improve macroeconomic governance efficiency.
