In order to systematically and scientifically evaluate the implementation of the laboratory's existing independent projects and results, it is now planned to select professional service institutions to provide performance evaluation services through inquiry.

1. Basic project situation

1. Project name: Jinfeng Laboratory’s independent project performance evaluation service

2. Project location: Jinfeng Laboratory

3. Purchase method: inquiry

4. Procurement content: Third-party evaluation agencies organize experts, scientifically formulate evaluation systems, and form evaluation reports. (See the attachment for details of parameters).

5. Purchase amount: The maximum price limit for this project is RMB 192,000. If the quotation exceeds the maximum price limit, it will be deemed to be invalid.

6. The quotation is for the total expenses for completing all the "service content" of this announcement, including but not limited to all related expenses such as expert review fees, overall project service fees, report writing fees, etc. The purchaser will no longer pay additional fees.

2. Supplier qualification requirements

Qualification conditions for Article 22 of the Government Procurement Law of the People's Republic of China:

1. Have the ability to bear civil liability independently；

2. Have good business reputation and sound financial accounting system；

3. Have the necessary equipment and professional technical capabilities to perform the contract, including no less than 1 performance evaluation service case of similar scientific and technological projects；

4. Have a good record of paying taxes and social security funds in accordance with the law；

5. Within three years before participating in government procurement activities, there was no record of major violations in business activities.；

6. Other conditions stipulated by laws and administrative regulations.

7. Joint bidding is not accepted, subcontracting and subcontracting are not allowed；

Note: Article 1 requires a business license, organization code certificate, tax registration certificate or legal person certificate of public institution. Only a business license is provided if the three certificates are integrated.； See the statement for details of paragraphs 2-6.
