5. Total project limit:80000Yuan, the quotation shall not be higher than the total limit price.
2. Supplier qualification requirements
(1) Qualification conditions for Article 22 of the Government Procurement Law of the People's Republic of China:
1. Have the ability to assume civil liability independently；
2. Have good business reputation and sound financial accounting system；
3. Have the necessary equipment and professional technical capabilities to fulfill the contract；
4. Have a good record of paying taxes and social security funds in accordance with the law；
5. Within three years before participating in government procurement activities, there was no record of major violations in business activities.；
6. Other conditions stipulated by laws and administrative regulations.
Note: Article 1 requires a business license, organization code certificate, tax registration certificate or legal person certificate of public institution. Only a business license is provided if the three certificates are integrated.； See the statement for details of paragraphs 2-6.
(II) Valid business license, business scope includes occupational health technical services and inspection and testing services.
(III) The valid occupational health technical service agency qualification certificate issued by the Health Commission, and its business scope includes at least "Category 1: Chemical Industry, Petrochemical and Medicine".
(IV) Have experience in similar service within 3 years (September 2022-August 2025) and provide 3 key proof pages for similar service contracts.
III. Plan requirements
(1) The supplier must go to the site for inspection before bidding and issue a preliminary construction plan.
(II) The plan must include all procurement content requirements, as well as laboratory preliminary situation analysis, progress arrangement, occupational health testing plan and scope, construction service team, quality control system, etc.
4. After-sales service requirements
(1) Provide Party A with consulting services for occupational disease prevention and control for one year, including the update of laws, regulations, departmental regulations, etc., and the maintenance of management systems.
V. Other requirements
(I) The supplier participating in the quotation must meet all terms in the announcement, otherwise his quotation will be rejected.
(2) The quotation is a comprehensive interim price, including but not limited to testing fees, service fees, expert review fees, taxes, transportation fees and other items related expenses.
(III) The suppliers participating in the quotation are deemed to have fully understood and agreed to all contents in the announcement.
(IV) All bidding materials must be within the validity period and clearly visible, otherwise they will be treated as aborted bid.
(V) The contract signing date is 60 days, and all procurement contents must be completed within 60 days from the date of signing.
(VI) During the project implementation process, all safety responsibilities and losses of the supplier shall be the supplier's sole responsibility.
6. Liability for breach of contract
(I) Party A is protected from lawsuits filed by third parties for infringement of patent or other intellectual property rights when using the services provided by the supplier within the territory of the People's Republic of China. If a third party files an infringement allegation, the supplier shall bear all legal liability and expenses arising from this.
(2) Because the supplier's own reasons did not meet the requirements of the bidding documents during the cooperation period, Party A has the right to unilaterally take relevant punishment measures (including but not limited to economic penalties, contract termination, etc.).
7. Inquiry schedule

2. Inquiry deadline: 12:00 on September 6, 2025
The supplier shall send the quotation list and related attachments (need to be stamped with official seal and scanned in color) to the contact email address xiaozhihan@jflab.ac.cn before the inquiry deadline. Those who have not quoted before the inquiry deadline will be deemed to have automatically given up.
The decompression password of the compressed packet will be sent to the contact email address xiaozhihan@jflab.ac.cn within 30 minutes after the inquiry deadline. If the decompression password is not sent within 30 minutes, it will be deemed to be automatically given up.
