On the morning of August 28, the Chongqing Science and Technology Innovation Conference was held. Municipal Party Committee Secretary Yuan Jiajun attended the meeting and delivered a speech. He emphasized the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important expositions on scientific and technological innovation and the spirit of the important instructions of the important speech during his inspection of Chongqing. We should iteratively deepen the "416" scientific and technological innovation layout, focus on strengthening business entities and talent support, solidly promote the deep integration of scientific and technological innovation and industrial innovation, highlight the "two-wheel drive" of artificial intelligence and deepening reforms, accelerate the creation of more landmark achievements in scientific and technological innovation, inject strong momentum into the high-level construction of a modern people's city, and provide solid support for striving to write a chapter of Chinese-style modernization in Chongqing.

The meeting announced the decision on Chongqing Science and Technology Awards in 2024. Yuan Jiajun, Wang Jiong, Cheng Lihua and others presented awards to the award-winning representatives. The meeting listened to reports on the city's scientific and technological innovation. The heads of the Municipal State-owned Assets Supervision and Administration Commission, Shapingba District, Chongqing Medical University, Jialingjiang Laboratory, Chongqing Qianli Technology Co., Ltd. and award-winning representatives made speeches.

In his speech, Yuan Jiajun expressed warm congratulations to the winners on behalf of the Municipal Party Committee and Municipal Government, and paid high respect to the city's scientific and technological workers. He emphasized that talent is the first resource and innovation is the first driving force. The whole city must thoroughly study and implement the spirit of General Secretary Xi Jinping’s important expositions on scientific and technological innovation, deeply understand that scientific and technological innovation is the only way for Chinese modernization, scientific and technological innovation and industrial innovation are the basic paths to develop new productive forces, and deeply understand the key measures to strengthen the dominant position of enterprises in scientific and technological innovation and build support. It is an important support to adhere to the reform task of comprehensively innovating the system and mechanism and promote a virtuous cycle of educational science and technology talents. We deeply understand that the party’s leadership of science and technology work is the fundamental guarantee, accelerate the construction of a science and technology innovation center with national influence, firmly support the “two establishments” and resolutely achieve the “two maintenances” with practical results.

Yuan Jiajun pointed out that in the past year, the city has thoroughly implemented the strategy of technological innovation and talent to strengthen the city, further comprehensively deepened reforms, continued to improve the "416" scientific and technological innovation layout, highlighted industrial innovation to lead comprehensive innovation, and integrated efforts to promote high-energy platform construction, high-level scientific and technological innovation, high-quality subject cultivation, and high-level talent introduction. The municipal scientific and technological innovation system has entered a new stage of quality improvement and development. This year is the end of the “14th Five-Year Plan” and the year of planning for the “15th Five-Year Plan”. The whole city must continue to struggle and make breakthroughs——

●Focus on enhancing the source function and continue to build a high-energy innovation platform system , actively build four major Chongqing laboratories, speed up the construction of a municipal science and technology innovation corridor system, nurture and strengthen high-level science and technology innovation bases, and better form a municipal innovation pattern with spatial concentration, industrial clusters, and innovation integration.

●Focus on strengthening the chain, repairing the chain, extending the chain and expanding the chain, and carry out core technology research , insisting on "industry asking questions and science and technology answering questions", vigorously promoting the upgrading of the industrial foundation and modernizing the industrial chain, and constantly improving the level of independent control of the industrial chain.

●Focus on strengthening technological empowerment and innovation-driven development to create new advantages for the development of industrial clusters , improve the quality and promote the "double growth" action plan, continue to enhance the innovation strength of industrial enterprises above designated size, coordinate and make good use of various innovation resources of central enterprises, state-owned enterprises, private enterprises, and foreign enterprises, better play the role of leading chain enterprises to create a high-level industrial innovation complex, fully connect the "four sides" data, integrate the "four chains" resources, and continuously amplify the innovation promotion role of "industrial brain + future factory".

●Strive to build a first-class ecosystem and accelerate the gathering of innovative resource elements , continue to expand the team of industrial innovation talents, optimize the talent incentive use and service guarantee system, deepen the reform of the integration of industry and education, improve the municipal science and technology incubation and achievement transformation system, improve the professional and market-oriented operation level of the incubation platform, enhance the ability of science and technology financial support services, deepen open cooperation in science and technology, and better integrate into the overall situation of national science and technology innovation.

●Focus on deepening integration and mutual promotion to comprehensively improve the efficiency of artificial intelligence in leading scientific and technological innovation , strengthen the construction of artificial intelligence scientific and technological innovation capabilities, promote the integration of scientific and technological innovation brains and industrial brains, comprehensively build an "AI+" innovation and development ecosystem, and accelerate the formation of an artificial intelligence partner ecosystem with multiple entities sharing resources, co-creating value, and mutual benefit.
