2. Supplier qualification requirements

(1) Qualification conditions for Article 22 of the Government Procurement Law of the People's Republic of China:

1. Have the ability to bear civil liability independently;

2. Have good business reputation and a sound financial accounting system;

3. Have the equipment and professional technical capabilities necessary to perform the contract;

4. Have a good record of paying taxes and social security funds in accordance with the law;

5. Within three years before participating in government procurement activities, there were no major illegal records in business activities;

6. Other conditions stipulated by laws and administrative regulations.

Note: Article 1 requires a business license, organization code certificate, tax registration certificate or legal person certificate of public institution. Only a business license is provided if the three certificates are integrated; please refer to the statement for details in paragraphs 2-6.

(II) Valid business license, business scope includes the operation of hazardous chemicals, gas cylinder (cylinder) sales, etc.

(III) Hold a hazardous chemical business license, a production safety standardization certificate, a hazardous chemical road transport license, and an ISO9001 quality system certification certificate (the scope of certification includes carbon dioxide, nitrogen, argon, oxygen, etc.).

(IV) Hold an oxygen and hydrogen cylinder filling license (the license of the cooperative unit can be provided, and the cooperative unit must provide contract and other relevant cooperation certificate materials).

(V) Have experience in supplying similar products and provide 3 key proof pages for similar supply contracts.

III. Quality and safety requirements

(I) The quality of the gas cylinder complies with the "Technical Regulations on Gas Cylinder Safety" (TSG 23-2021) and relevant national standards (such as GB/T 5099 "Seamless Steel Gas Cylinder"), and the cylinder material, design pressure, volume, valve type, etc. meet the laboratory's use needs. When supplying, we provide the factory product qualification certificate and the supervision and inspection verification certificate issued by a professional testing agency approved by the Chongqing Market Supervision Administration.

(II) Product quality complies with relevant national standards: nitrogen GB/T8979-2008, carbon dioxide GBT23938-2021, argon GB/T4842-2017, oxygen GB/T14599-2008. Each batch of "Product Quality Analysis Report" is provided during supply.

(III) Provide the MSDS (Chemical Safety Technical Instructions) of the corresponding gas.

(IV) The transport vehicle has the qualifications to transport hazardous chemicals.

(5) The delivery personnel hold a professional certificate to ensure that the gas cylinder is securely fixed during delivery and avoid collisions.

(VI) The supply cylinder is within the effective inspection period.

(7) The supply cylinder has two circles and one cap (two shock-proof rings and one bottle cap).

(8) There is a QR code on the supply cylinder to check the cylinder information and filling information.

(9) The color and marking of the supply gas cylinder meet national standards (such as blue oxygen cylinder, black nitrogen cylinder, etc.), and the marking is clear and not easy to fall off.

(10) Provide customized safety training for Party A.

4. Delivery and after-sales requirements

(1) Deliver to the designated location of Jinfeng Laboratory within 7 natural days after placing the order.

(2) Have emergency response capabilities, and provide 24-hour local emergency response services, promising to arrive on site in 2 hours to deal with leakage and other accidents.

V. Other requirements

(I) The supplier participating in the quotation must meet all terms in the announcement, otherwise his quotation will be rejected.

(2) The quotation is a comprehensive interim price, including but not limited to freight, manual maintenance, taxes, accessories, platform service fees and other items related expenses.

(III) The suppliers participating in the quotation are deemed to have fully understood and agreed to all contents in the announcement.

(4) Contract signing is signed at a single price, and the specific settlement amount is settled according to the actual purchase quantity.

(5) The winning bidder must enter the laboratory procurement platform.

6. Liability for breach of contract

(1) The supplier shall be responsible for all problems during the distribution of products (including gas cylinders).

(2) If the delivery is not completed within the time required by the supplier's reasons, 20% of the batch of goods shall be used as the liquidated damages and shall be deducted directly at the time of payment; therefore, if the losses are caused to Party A, the losses shall be borne by the supplier.

(3) The supplier shall bear all losses caused to Party A due to quality problems of the product (including gas cylinders).

(4) Because the supplier's own reasons did not meet the requirements of the bidding documents during the cooperation period, Party A has the right to unilaterally take relevant penalties (including but not limited to economic penalties, contract termination, etc.).
