2. Supplier qualification requirements

(1) Qualification conditions for Article 22 of the Government Procurement Law of the People's Republic of China:

1. Have the ability to bear civil liability independently;

2. Have good business reputation and a sound financial accounting system;

3. Have the equipment and professional technical capabilities necessary to perform the contract;

4. Have a good record of paying taxes and social security funds in accordance with the law;

5. Within three years before participating in government procurement activities, there were no major illegal records in business activities;

6. Other conditions stipulated by laws and administrative regulations.

Note: Article 1 requires a business license, organization code certificate, tax registration certificate or legal person certificate of public institution. Only a business license is provided if the three certificates are integrated.； See the statement for details of paragraphs 2-6.

(II) Valid business license, business scope includes hazardous waste management.

(III) Valid hazardous waste business license (operation categories include at least: HW06 waste organic solvents and organic solvent-containing waste, HW34 waste acid, HW35 waste alkali, HW49 other waste).

(IV) Provide the transportation unit’s hazardous waste road transport license and cooperation proof materials with the transportation unit (if the supplier transports it on its own, there is no need to provide cooperation proof materials).

(V) Have experience in similar disposal services and provide 3 key proof pages for similar service contracts.

III. Quality and safety requirements

(1) Carry out waste business activities in accordance with the "Law of the People's Republic of China on Solid Waste Pollution Prevention and Control" and the "Waste Transfer Joint Requirements" and standardize collection and storage.

(2) After standardized collection and transportation in accordance with the current laws, regulations and technical specifications for hazardous waste management, the "Waste Transfer Joint Form" will be processed and hazardous waste will be disposed of safely in accordance with the law.

(3) When transporting hazardous waste, vehicles with hazardous waste transportation qualifications should be used or entrusted to standardize the transportation of hazardous wastes in accordance with relevant laws and regulations.

(IV) Transport vehicles have the qualifications to transport hazardous waste.

(5) Drivers and escort personnel provide professional certificates to ensure transportation safety.

(VI) Provide customized safety training to Party A.

4. Collection and shipping and after-sales requirements

(1) After receiving the collection and transportation demand, organize personnel and vehicles to clean up hazardous waste within 3 natural days and improve relevant procedures such as online declaration of hazardous waste transfer in accordance with relevant laws and regulations.

(2) All hazardous waste in the temporary storage room designated by Party A must be cleaned up and the ground disinfection work of the hazardous waste temporary storage room must be done (you can contact us to check the site).

(3) Have emergency response capabilities, and provide 24-hour local emergency response services, promising to arrive on site in 2 hours to deal with leakage and other accidents.

V. Other requirements

(I) The supplier participating in the quotation must meet all terms in the announcement, otherwise his quotation will be rejected.

(2) The quotation is a comprehensive interim price, including but not limited to freight, labor, tax, cleaning fees and other items related expenses.

(III) The suppliers participating in the quotation are deemed to have fully understood and agreed to all contents in the announcement.

(4) Contract signing is signed at a single price, and the specific settlement amount is settled based on the actual clearance weight.

(V) The contract signing date is 1 year. After both parties have the intention to continue cooperation and pass Party A's assessment, they can renew the contract for one year. The assessment content and indicators are as follows:

6. Liability for breach of contract

(1) Violating current national laws and regulations during the transportation of hazardous wastes, all legal and economic responsibilities arising from them shall be borne by the supplier.

(2) If the supplier operates without a license or operates beyond the scope of the "Hazardous Waste Business License", it is deemed to be a major breach of contract by the bidder, and all liabilities arising from the supplier. If the purchaser is liable or subject to relevant penalties, the purchaser has the right to terminate this contract and require the supplier to compensate.

(3) The supplier must dispose of hazardous waste in accordance with the law. If any safety accidents occur due to the supplier's reasons, the supplier shall bear the responsibility at its sole responsibility and Party A shall not bear any responsibility.

(4) Because the supplier's own reasons did not meet the requirements of the bidding documents during the cooperation period, Party A has the right to unilaterally take relevant penalties (including but not limited to economic penalties, contract termination, etc.).
