Our unit conducts single-source procurement for the following projects, and the relevant matters are now announced as follows.

1. Project name: Jinfeng Laboratory rental temporary apartment

2. Project overview:

The bidding supplier is only allowed to have a unique offer. Any selection offer or quotation with additional conditions shall be deemed to be invalid.

3. Proposed supplier: Chongqing Public Housing Development and Construction Investment Co., Ltd.

4. Reasons for single source procurement:

The temporary apartment to be purchased and rented must also be equipped with the requirements of our unit to facilitate the unified centralized management of interns, facilitate commuting by interns, and have housing sources to meet the timely check-in of interns. After investigation and demonstration, only the Jinfeng Jiayuan Talent Apartment E group operated and managed by Chongqing Public Housing Development and Construction Investment Co., Ltd. meets the above conditions.

This project complies with Article 31, Paragraph (1) of the "Government Procurement Law of the People's Republic of China" and Article 19, Paragraph (1) of the "Jinfeng Laboratory Procurement Management Measures (Trial)" "It can only be purchased from the only supplier". Therefore, it is recommended to purchase using a single source method and be specially announced.

5. Public announcement date: April 21, 2025-April 25, 2025 (5 working days)

If a potential supplier has objections to the project's planned procurement method and its reasons and the proposed supplier, please submit an opinion to the Jinfeng Laboratory Procurement Center in writing during the public announcement period. The objections raised after the end of the public announcement period will no longer be accepted.
