3. qualifications for selection

(1) basic qualifications

1. have the ability to independently bear civil liability;

2. have good business reputation and sound financial accounting system;

3. have the necessary equipment and professional technical capabilities to perform the contract;

4. have a good record of paying taxes and social security funds in accordance with the law;

5. in the past three years, there are no major illegal records in participating in government procurement activities;

(2) specific qualifications

1. during the validity period of the applicant's business license, the business scope must include "safety production technical services, safety technical consulting services, fire protection technical services" and other related service scopes.

4. instructions related to comparison and selection

(1) this project adheres to the principles of openness, fairness, justice, efficiency and integrity, and in accordance with relevant laboratory regulations, reasonably sets procurement requirements, organizes procurement on its own, and does a good job in internal control management of budgets, contracts, assets, payments, etc.

(2) the procurement announcement for this project is published on the official website of jinfeng laboratory (http://www.jflab.ac.cn).

(3) suppliers who are interested in participating in the competition should do so from the date of announcement to the deadline for registration. download all project information published before the competition, such as competitive comparison documents, addenda, etc. on the official website of jinfeng laboratory. regardless of whether the supplier downloads it or not, it is deemed to be aware of all the substantive requirements of the competition.

(4) registration time and method:

1. registration time: august 2, 2023 - august 8, 2023 17:00 beijing time. late registration will no longer be accepted.

2. registration method: during the registration period, please be sure to send the name of the unit, the name of the bidder, and the phone number to the email dengenhua@jflab.ac.cn before the registration deadline. only response documents from suppliers who have sent registration information within the specified time will be accepted.

(5) time for submission of response documents: submitted at the time of check-in.

(6) competition start time: 09:30 am beijing time on august 11, 2023.

(7) comparison location: conference room 401, building 5, jinfeng laboratory, no. 313 jinyue road, chongqing high-tech zone.

5. other relevant provisions

(1) two or more legal persons whose legal representatives are the same person, parent companies, wholly-owned subsidiaries and their holding companies are not allowed to participate in the competition at the same time, otherwise the competition will be invalid.

(2) comparison and selection costs: regardless of the results of the competition and selection, all costs incurred by the supplier in participating in the competition and selection of this project shall be borne by the supplier himself.
